Authority of the Regional Board of School Trustees (Illinois)
(As defined in the Illinois School Code, 105 ILCS 5/6-1 et seq.)
The Regional Board of School Trustees is a locally elected body with limited and specific authority granted by the Illinois School Code. Its duties are focused on matters related to school district boundaries—not educational operations or administration.
What They Are Authorized to Do
Under Illinois School Code Article 6 (105 ILCS 5/6-1 to 6-22), the board may:
- Hear and decide petitions involving school district boundary changes:
- Annexation
- Detachment
- Dissolution
- Consolidation
- Hold public hearings and render decisions in accordance with the law.
- Accept and hold title to school property or land on behalf of districts (in Class I counties).
What They Are Not Authorized to Do
➤ In Local School Districts
- No authority over curriculum, hiring, student discipline, budgeting, or district policies
- Cannot manage or interfere in school operations
➤ In the Regional Office of Education (ROE)
- No role in hiring, evaluating, or supervising ROE staff
- No oversight of ROE programs, finances, licensure, compliance, truancy services, or professional development
- No involvement in setting policy or daily operations within the ROE
